Shellie Bowman still remembers how clearing a lengthy criminal record affected one client at the Veterans Village of San Diego, a comprehensive homeless services agency. The young woman, who did her military service after Sept. 11, had been raised in a “very, very difficult environment,” says Bowman, program director of the veterans rehabilitation center at the VVSD.
